Where do the gangsters go when the police come in? Do they shift elsewhere, or do they suddenly stop? My suspicion is that the hard-core just move on to another part of town, or to an entirely different town in general. If we start seeing the murder rate go up in West Sac or Stockton or, gasp, Davis….we know where they went.
